The World Anti-Doping Agency (WADA) confirmed that the United States Anti-Doping Agency (USADA) allowed athletes with positive doping tests to compete without sanctioning them for years.

WADA refuted USADA's claims that this was done with WADA's approval to expose other doping cases.
WADA emphasised that the World Anti-Doping Code does not allow athletes who have cheated to continue competing while they gather evidence against others.
WADA ordered USADA to cease this practice in 2021 after becoming aware of it many years after it began.
WADA identified at least three cases where athletes with serious doping violations were allowed to continue competing as undercover agents for USADA without WADA's knowledge
In one case, an elite athlete admitted to taking steroids and EPO but was allowed to compete in Olympic qualifiers and international events without any disqualification or public disclosure.
WADA criticised USADA for lifting an athlete's provisional suspension without notifying WADA, a decision WADA would not have permitted
WADA accused USADA of hypocrisy for complaining about other Anti-Doping Organisations not following rules while it failed to announce doping cases for years and allowed cheaters to continue competing.
