India’s Chandrayaan-3 spacecraft could have been destroyed by a collision with space debris and satellites before reaching the moon. To prevent this, ISRO scientists delayed the launch by four seconds. ISRO Chairman S. Somanath released the Indian Space Situational Assessment Report (ISSAR) 2023.
