The European Court of Auditors have analyzed 36 projects dedicated to climate change adaptation in the EU and have released a report on the same which has remarked on the EU policy framework being robust and sound overall.
On the other hand, it has also found that these policies meant to adapt sustainability and fight climate change are almost entirely unknown on the local level; which also suggests a lack of evaluation of these very same policies.
Out of 36 projects analyzed, the report has found that only half have managed to work in the favor of climate change adaptation in the sectors concerned.
The report outlines that nearly 70% were unaware of the EU's adaptation strategy, 60% were unaware of the national adaptation plan, and 54% of the regional plan.
75% on the local level were unaware of the Climate Change Adaptation Mission portal. 77% did not know the Climate-Adapt platform, 74% were unaware of Copernicus services, and only 10% had joined the Covenant of Mayors.
8 billion euros were allocated as part of EU funding for climate change adaptation for 2014-2020 and 26 billion euros for 2021-2027; but the report points to a lack of monitoring of the movement of these funds.
Of the 36 EU-funded projects analyzed, 19 increased adaptation capacity, 13 failed or are not in line with the EU strategy, and 2 led to increased vulnerability.
Extreme weather events are increasing in frequency and severity, economic losses caused as a consequence is over €26 billion per year in the last decade.
An estimated annual economic loss of between €42 billion and €175 billion has been predicted when global warming reaches 1.5 to 3°C above pre-industrial levels.\
